MORAGA TOWN COUNCIL - 2026
REELECTION
 

My Priorities are aligned with the Moraga’s Guiding Principles which are summarized in Section 2.5 of Chapter 2 of the General Plan.  The 14 Guiding Principles are:

​

1. RETAIN MORAGA’S SEMI-RURAL CHARACTER.

2. KEEP MORAGA SAFE.

3. LIVE SUSTAINABLY.

4. STRIVE FOR DESIGN EXCELLENCE AND RESILIENCE

5. CONSERVE OUR OPEN SPACES.

6. CELEBRATE OUR SENSE OF COMMUNITY.

7. STRIVE FOR AN EFFICIENT TRANSPORTATION SYSTEM.

8. SUSTAIN A VIBRANT, THRIVING LOCAL ECONOMY.

9. INVEST IN AND IMPROVE INFRASTRUCTURE.

10. SUPPORT A DIVERSIFIED HOUSING STOCK.

11. EMBRACE MORAGA’S IDENTITY AS A “COLLEGE TOWN.”

12. PROVIDE HIGH QUALITY, COST EFFECTIVE COMMUNITY FACILITIES AND SERVICES, ESPECIALLY RECREATION OPPORTUNITIES.

13. ENSURE ONGOING, MEANINGFUL CITIZEN PARTICIPATION IN THE TOWN’S DECISION-MAKING PROCESSES.

14. MAINTAIN FISCAL STABILITY.

 

I especially focus on the following three priorities:

• PROGRESS EFFECTIVE FIRE HARDENING ACROSS THE TOWN BECAUSE WILDFIRES ARE THE GREATEST EXISTENTIAL THREAT TO MORAGA.

• MAINTAIN FISCAL STABILITY, AS A GIVEN.

• RETAIN MORAGA'S SEMI-RURAL CHARACTER BECAUSE IT IS A DEFINING FEATURE OF MORAGA.​​

 

Organizational Capability of the Town Council is also a priority. Included with Organizational Capability is decision quality, and I have deep experience with applying a disciplined approach. The core elements of quality decision making are:

​

• Fully characterizing the problem/opportunity.  This “Framing” includes completely understanding the issue (without prejudging “the answer”), defining the scope, and identifying and analyzing the full range of stakeholders.

• Identifying and analyzing a wide range of alternative solutions to ensure the best option is selected.

• Using data which is meaningful and reliable.

• Identifying appropriate decision criteria and developing rules for prioritizing criteria (including trading off values).

• Using appropriate analytical tools and applying sound reasoning to make the best choice.

• Get commitment by stakeholders (includes appropriate communications and transparency throughout the process).

 

​More information on the basics of decision making competency can be found by searching “Decision Quality” on Wikipedia for example.  Decision making using a disciplined process is successfully used by a wide range of organizations, including the U.S. Military.  It is designed to be applied on a fit-for-purpose basis.  For very simple decisions the process is very abbreviated.
